How Are Property Reappraisals Going to Affect Property Taxes?



Cuyahoga County went through the Complete Property Reappraisal in 2024. Residents have recently received letters or will receive letters soon with their updated property value information.  

Every three years, the county performs either a property valuation update or a complete reappraisal, as mandated by the Ohio Department of Taxation. The complete reappraisal is more comprehensive than the update, and the process includes property appraisers visiting each property to make adjustments to property values. 


Here is some information that may answer some of the questions you have regarding this recent valuation update:

Will my tax bill increase as a result of my property valuation increase? 


Yes. Residents’ tax bills will increase as property values increase. 

Do all the new taxes go to the schools?


No. The school district receives approximately 11% of the tax increase amount. 

Where is the rest of the tax increase going if the school district isn’t receiving all of it?

Will residents’ school district property tax bills also increase by the same percentage as the property increase? 


No. Taxes on voted school levies (the majority of the district’s levies are voted levies) will not increase. There is legislation in place (Ohio House Bill 920) that adjusts down the taxation rates on voted levies as property values increase. This helps stabilize residents’ tax bills. 

• Voted levies require community approval through an election and are used for general operations or specific needs (i.e. building new schools, funding special programs). 

• Unvoted levies, on the other hand, are authorized by Ohio law without voter approval. Unvoted levies are also called “Inside Mills.” These levies are subject to legal limitations on the amount that can be raised and are typically used for routine operational expenses.   

Residents will see an increase on unvoted levies, also referred to as inside millage/mills. Of the 51.22 total effective mills currently collected in 2024 on residential property for the school district’s levies, only 4.61 mills are inside millage.  

How will the taxation rates on voted levies be adjusted?


The current effective tax rate on all the different voted levies is 51.22 for collection in 2024. The mills will be adjusted down significantly so that the dollar amount collected from these voted levies remains the same. 

What is a mill?


A mill is a unit of measure used in property taxation. In Ohio, property taxes are often expressed in terms of mills, and these rates are used to determine the amount of tax that property owners must pay based on the assessed value (35% of property valuation) of their property. One mill is equal to 0.001.

The Cuyahoga County Fiscal Officer website has a 

Property Tax Estimator

 tool that residents can use to enter their property value to estimate their taxes.



How can I calculate the tax increase in school district taxes? 


It is important to keep in mind that district residents pay taxes on assessed values of real property. In Ohio, real property is assessed at 35% of its appraised or market value for taxation purposes (source: tax.ohio.gov

); taxpayers are taxed on 35% of their property’s appraised value.
